It was implemented in the United States through the Act to Prevent Pollution from Ships, 33 U.S.C. §§ 1901-1905 (APPS). The International Convention for the Prevention of Pollution from Ships (MARPOL), 1973 as modified by the Protocol of 1978, also known as MARPOL 73/78, Annex VI Prevention of Air Pollution from Ships, requires the reduction of SOx emissions either by burning low sulfur fuel oil or cleaning the exhaust gas. MARPOL Annex VI, as first adopted in 1997, and entered into force 19 May 2005, limits the main air pollutants contained in ships exhaust gas, including sulphur oxides (SOx) and nitrous oxides (NOx), and prohibits deliberate emissions of ozone depleting substances. The amendments are expected to be adopted at MEPC 76 in June 2021 with entry into force on 1 January 2023. Unified Interpretations of Annex VI Reg. 1 1.1 For application of this regulation the term "all ships" should be interpreted as applicable to all ships (as defined by MARPOL 73, Article 2(4)). The MARPOL Emission Control Area (ECA) limit of 0.10% will still apply, as will any applicable local regulations. The IMO’s Marine Environment Protection Committee (MEPC 73) has approved a prohibition on the carriage of non-compliant bunker fuel which will come into force on 1 March 2020 (Regulation 14 MARPOL Annex VI), with certain caveats.

The MARPOL Convention was adopted on 2 November 1973 at IMO. MARPOL Annex VI - entering into force on 1 January 2020: Ships when operating outside the existing ECA for SOx emissions (Baltic, North Sea, North America & US Caribbean) any fuel oil used on board shall not exceed 0.50% sulphur content, under Regulation 14.1.3 of MARPOL Annex VI. MARPOL Annex VI came into force on 19 May 2005. It introduces requirements to regulate the air pollution being emitted by ships, including the emission of ozone-depleting substances, Nitrogen Oxides (NOx), Sulphur Oxides (SOx), Volatile Organic Compounds (VOCs) and shipboard incineration. MARPOL 73/78 consists of six separate Annexes, each set out regulations covering the various sources of ship-generated pollution. Annex I and II are mandatory for all signatory nations to MARPOL while Annexes III, IV, V and VI are optional. Currently, the U.S. is signatory to Annexes I, II, III, V and VI. MARPOL Annex VI – Compliance by ECGS Regulation 14 of MARPOL Annex VI places limits on the sulphur content of fuel as a way of defining SOx emissions and unlike Regulation 13 for NOx, specific emissions limits (grams SOx per kilowatt hour) are not given.
In 1997 the regulations regarding air pollution from ships as described in Annex VI of the MARPOL Convention were adopted. The new EU Sulphur Directive – Marpol VI. More stringent measures have been adopted by the International Maritime Organisation (IMO) in relation to Sulphur Oxides, measures through the revised MARPOL ANNEX VI. Within the Sulphur Emission Control Area (SECA) the maximum sulphur limit is reduced to 0.10% as of 1st January 2015.
